Dong Van II industrial zone

Dong Van II industrial zone in Ha Nam is established according to:

- Decision No. 335/QD-UBND dated 22 March 2006 about investing and expanding Dong Van II Industrial Zone.

- Decision No. 1181/QD-UB dated September 7^th, 2004 issued by Ha Nam People’s Committee ref. Alternate the investor of Dong Van II Industrial Park and the Residential area of Dong Van II.

Location of industrial zone: Dong Van Town, Duy Tien District, Ha Nam Province

Industrial zone is located along the National Highway No. 1A connecting the North to the South of Vietnam; attached to the Highway Phap Van – Ninh Binh; attached to the Highway No. 38 passing through Hung Yen by Yen Lenh Bridge to Hai Phong Seaport.

Distance to Dong Van industrial zone:

- 65 km far from Noi Bai International Airport.

- 40 km far from Hanoi City.

- 90 km far from Hai Phong Seaport.

-145 km far from Quang Ninh – Cai Lan deep seaport.

INFRASTRUCTURE

Water supply:

12,000 m³/day; Water system will be installed to the fence of every factory

Water drainage system:

Rain drainage water and wastewater are installed separately. Rainwater will be collected into the sewage system and discharged directly into the Canal Y-48. Waste water of all tenants must be processed internally at the factories to meet B standard (QCVN-40/2011) before being discharged into the common waste water pipe of the Industrial Zone, the Lessor is responsible to take further treatment in order to meet the required standard of governmental regulations.

Solid waste:

Solid waste from premises will be classified, collected and transported to the central dumping of Ha Nam Province.

Telecommunication:

Dong Van II IZ is equipped with modern telecommunication system, meeting the communication demand of multi-services such as Internet, ADSL, Video Conference, VOIP, Fax, etc.

An optical fiber system is installed underground to every factory. Ensure high-speed date communication without interruption.

Internal traffic:

+ Main road: 36 m in width.

+ Branch road: 23.5 m/ 18.5m in width.

- Lighting system is equipped alongside all the roads.

Environment and landscape:

Over 11% of the total IZ will be reserved for green area. System of green trees will be created alongside of the road to harmonize ecological environment.

SOCIAL INFRASTRUCTURE

Custom:

Custom Administrative procedures will be held inside the IZ.

Banks:

Banks such as Vietcombank, ACB, Agribank, Techcombank, etc have had branch in Ha Nam Province (it is expected to open inside the IZ)

Accommodation for labors:

Besides dormitories available for rent in surrounding residential area, VID Group is to build dormitories and high-building serving for experts and the labors near the IZ to satisfy the demand for housing.

LABOR SOURCES:

From Provincial source (Ha Nam Province)

+ Labors of Dong Van Town is about 852,695 inhabitants, Ha Nam Province is about 1.5 million, 70% of populations is under 35 years old – providing with a plentiful labor forces for Enterprises inside the IP.

+ Beside vocational training schools, Ha Nam has over 10 schools with nearly 500 teachers and enrolment of over 10,000 students and 3,000 students graduates each year.

+ Multiple system of colleges, technical schools and vocational training centers (Such as: Ha Nam Teachers College; College of Television and Radiobroadcast; Irrigation training school, Wood processing training school, Ha Nam Medical training school, Post-telecommunication training school No. 1…

Ha Noi center:

Hanoi – the greatest training center in the North of Vietnam – has a system of prestigious Universities and Colleges, which annually supply Enterprises with thousands of professional management and technical officials. Thanks to reasonable distance from Hanoi to the Industrial Park (45 km only) which facilitates labor to commune every day, this plentiful and high-quality labor force will well satisfy the demand of enterprises in the Industrial Group and Ha Noi is about 5 millions inhabitants.

Salary:

+ Operators: USD 80-90/month.

+ Line leaders: USD 90-150/month (on average).

+ Office staff, accountant: USD 150 – 350/month (on average).

+ Head of Dept, Executive Engineer, Key accountant manager:USD 350 – 450/month (on average).

CONSTRUCTION REGULATION

Construction density Foot print:

The total building coverage of building “footprint” shall not exceed sixty-five per cent(65%) of the total area of the Plot. The permissible floor-to-area ratio shall not exceed two hundred per cent (200%) of the total area of the plot

Average Storey:

1-2 floors for the workshop; 1-4 floors for the offices

Building lines:

Main Construction works such as workshops, office and canteen, etc. (Except for such sub-works as motorcycle shed, power sub-station) shall be built at least 6m from the building lines of internal roads (rent plot’s boundary) and at least 3m from the neighboring plot’s boundary.

Fence:

+ The maximum height of fences along roadways, if any, shall be two point three (2.3) metres from ground level

+ Fences along Internal Roadways, shall be open-type fences made of painted wrought iron bars or galvanized chain-link fencing material framed with galvanized pipes, and other similar types of fences. These roadway fences shall be kept upright by galvanized pipes anchored to the ground with appropriate concrete or solid masonry footing not higher than thirty (30) centimeters from ground level

+ Fences between Plots shall not be more than two (2) meters high and barbed wire shall not be used & non-concealing fences are recommended

Security and safety measures (Fire fighting & lightening arrester system):

+ The Tenant shall install and maintain an effective fire alarm system and    fire fighting system for each building in the Plot.

+ Any building within the Plot shall be equipped with a properly designed lightning arrester.
